Key Developments

Serbia had planned to release all areas contaminated with cluster munition remnants (CMR) by the end of 2024 (excluding possible contamination at military sites), but did not meet this target. It has secured sufficient funding and resources to be able to achieve this by the end of 2025 and should be able to meet this goal, provided resources are used appropriately, with full clearance reserved for land that actually contains contamination.


Recommendations for Action

  • Serbia should accede to the Convention on Cluster Munitions (CCM) as a matter of priority.

  • Serbia should comply with its obligations under international human rights law to clear CMR on territory under its jurisdiction or control as soon as possible.

  • The Serbian Mine Action Centre (SMAC) should conduct non-technical and technical survey, rather than full clearance where survey is the most efficient means to achieve land release.

  • SMAC should also prioritise survey of military areas where CMR are suspected.
