Key Developments

Extensive use of explosive weapons has been reported since the outbreak of the ongoing conflict between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) on 15 April 2023, adding more unexploded ordnance (UXO) to existing contamination. New anti-personnel (AP) mine contamination was confirmed at the end of July 2025, with mine use first identified in the Mogran area of Khartoum. It is not known who laid the mines. Meanwhile, mine survey and clearance all but halted when the conflict broke out, restarting a year later in April 2024 and focusing on clearing items of UXO. No AP mines were destroyed in 2024.


Recommendations for Action

  • As soon as circumstances permit, Sudan should finalise and issue the new strategic plan, planned for the end of 2025, taking into account the impact of the armed conflict that started in 2023.

  • Resurvey of any suspected contaminated areas from the ongoing armed conflict should be conducted as soon as possible, along with resurvey of legacy contamination.

  • Sudan should only clear land where firm evidence of mines exists, and it should continue to improve land release practices to ensure more targeted and efficient clearance.

  • Sudan should develop a resource mobilisation strategy increasing its international advocacy to attract new and former donors.
